[horde] Can't log in after reboot

FreeBSD 6.2-RELEASE-p4, horde-base-3.1.4_2, imp-4.1.4_2.

I rebooted my Horde server, and now no one can log in.

I get to the login page just fine, but when I try to
actually log in, Firefox just hangs as does Netscape,
IE gives me a cannot find server.  However, my Netscape
session from before I rebooted the server seems to still work.

Looking at the mailing list archives and Google, the only thing
I found for similar problems was a suggestion to check my logs, or
to try changing $conf['session']['use_only_cookies'] to
false.

I had cleared out my logs before reboot. Now, checking hoping
to find some insight, I find nothing in /var/log/horde.log,
or /var/log/httpd-error.log.

I changed $conf['session']['use_only_cookies']  to false,
and it still doesn't work.

I thought I had everything working, and was planning
on deploying this system for users this weekend, so
any help would be welcome.
