[horde] Can't log in after reboot

I built the system this week.  Got it working.  Installed rsync
from packages.  Still working.  Rebooted to make sure rsyncd
would start, which it did. Tried to log in to Horde, failed.

On the off chance it was rsync, I've now tried not starting
it, and even gone so far as to remove the package. Doesn't
make a difference.  Didn't expect it to, but I'm pretty desperate
at this point.  Nothing like spending a week on something with
nothing to show for it.
