[horde] Fortune block is blank

I setup the fortune configuration in horde to point the executable to /usr/bin/fortune, but when I check it in Horde, it is always blank.  When I  did some testing, the is_executable check always fails.  I confirmed that the command is executable.

Am I doing anything wrong?
