[horde] PHP-Error Message

Hi!

I am trying to run Horde on my webspace. After loading the files on the webspace and runing "horde/scripts/setup.php" I get the message: "#!/usr/bin/php -q Must be run from the command line".
What is wrong here? Do I need shell access to run Horde?

My provider is runing:
Apache/2.0.54 (Debian GNU/Linux) PHP/5.2.1 with Suhosin-Patch DAV/2
