[horde] Horde redirecting incorrectly.

Webroot ended up being it. 
I ended up having to manually set webroot to ''.  it was set to
_detect_webroot(), which apparently wasn't working out.   I tried /, all
that did was add an extra / to the beginning of all of the paths.  So I
tried '', which I assume defaults to /?  Its working, that's all I'm
concerned with.

Set the correct webroot in config/registry.php.
