[horde] After logging in users are immediately thrown back to the login screen

I am a newbie to this whole web-hosting thing..

Have noticed that my users could no longer logon to access their webmail.
Horde just continued returning clients to the logon screen never showing any
error warns.

I did go to http://wiki.horde.org/FAQ/Admin/Troubleshoot?referrer=FAQ%2FAdmin#
and followed the suggestions as best as I could, but I can not seem to figure
out why Horde just returns to the logon screen.

When I view test.php I see that the sessions counter indicates 1, even after I
attempt to un-register the session it is continually 1 (not sure if this is
considered as functioning?)

version: Horde 3.1.3

I would greatly appreciate input or suggestions how to overcome this issue.
