[horde] Theme Selection not available

After switching my machine form a debian sarge with a fully manual  
compiled lamp system to a debian lenny with debian packages only, i  
recognized yesterday that the theme selection dropdown menu is missing  
in my preferences.

Does anyone have a idea what could be the problem?

Horde ist at version 3.1.2 and additionally installed is imp, turba,  
ingo and kronolith in the newest version.
