[horde] Fatal Error on Horde

Dear All

I have Sever with RHEL 4 on it.
When I try to login to webmail and use horde client it
will report the following error :


A fatal error has occurred
Failed to import Horde configuration: Warning:
Registry::include(/usr/local/cpanel/base/horde/config/conf.php)

Permission denied in
/usr/local/cpanel/base/horde/lib/Horde/Registry.php on

Please help me to solve this problem.
