[horde] Default theme for login page.

I am trying to set the default theme for the initial login page.
Changing /horde/config/prefs.php to say :
// UI theme
$_prefs['theme'] = array(
    'value' => 'mozilla',
    'locked' => false,
    'shared' => true,
    'type' => 'select',
    'desc' => _("Select your color scheme.")
);

Does not work.  Instead of mozilla I still get bluewhite.
Any ideas?
