[horde] Horde blank page on test.php

I have just installed FRAMEWORK_3  version of  horde but  Test.php 
produce a  blank page  .
I trace it  down to failing at line :

$pear_output = $horde_test->PEARModuleCheck($pear_list);

Is there a bug ?
