[horde] users don't see application menu on side

I'm upgrading to horde-3.2.1 and imp-4.2.1-rc1. I added my user name as 
an administrator, when I log in I see the sidebar menu with links for 
imp and kronolith. When I log in as any other user, there is no side bar 
menu. If I take my name out of the admin list and log back in, I don't 
get the menu anymore. Any ideas?
