[horde] More login.php redirect loop problems

For those who are interested ... disabling APC (alternative PHP cache)  
made this problem go away. APC is enabled by default in the latest  
version of Sun Coolstack. I've asked our sysadmins to see if there's a  
newer release of APC that we can try.
