[horde] translations

are horde framework and modules translations coordinated by  
translations groups for each locale?

i ask you this because italian translations is not very good and i  
didn't find a person or a group to propose a revision of the current  
translations

for example, for gnome or kde is also made a review after the  
translation by the "italian translation project of free software"

how can i do?
