[horde] problems writing a hook, hook called as guest before successfull login?

Yes, Normaly I clean my prefs regularly to avoid side effects. I didn't for
a while and I had a bad value. Cleaning it, it behaves as I want.
How can I send a patch? In the list or via bugs.horde.org?
