[horde] Installing Horde from Browser Only

Hi,
   I am trying to upgrade from horde 3.1.4 to the newest version.  I  
was able to install 3.1.4 without using the command line as I dont  
have access to it.  I did this by using instructions from a website  
that no longer exists.

Can anyone point me to a new website or tell me how to install the  
latest version of horde from the browser only?
