[horde] Install horde from scratch with a git/cvs

We would like to install horde from scratch with a git/cvs and
we use the wiki under:

http://wiki.horde.org/Doc/Dev
( part: How do I start from scratch with a git/cvs head install ).

Unfortunately the installation aborts after following command:
horde-fw-symlinks.php --src ../horde-hatchery/framework


output:

horde-fw-symlinks.php: Horde_Cli library is not in the include_path
or in the src directory.

Usage: horde-fw-symlinks.php [OPTION]

.....
....
...


Is the error in ours? If not, how can we get it work?
