[horde] why does horde install doc suggest the "beta" Services_Weather?

Yes.  Though the current stable version (1.4.4) contains a bug that  
will probably bite you if using the Metar/TAF functionality. See  
http://pear.php.net/bugs/bug.php?id=14732
