[horde] anonymous WHUPS

I'm thinking of using WHUPS for tracking building maintenance issues.  
Anybody know how http://bugs.horde.org is set up? (i.e., it doesn't  
require a log-in to report issues.) Can I turn the whups portion of my  
current horde installation into something similar? Or should I setup a  
virtual host with just the whups portion (and then disable the  
authentication?)
