[horde] Replying to email received from .tw domain

I have one client who receives emails from someone in Taiwan (.tw) and
anytime you try to reply to this email address the original message is
not included. This works fine with all other emails except this one.

The message source shows its base64 encoded, is there something the
sender from Taiwan must do to fix this, or is there a setting in horde
to allow this message to be included?
