are you shure that this would be a good idea?

Valid emails could be adressed without any <> and names within the email standards and there are many (valid) apps or (valid) users out which uses such kind of adressing.

If you try to filter out spam it might be a wise idea to set up a working spam filter solution.

Otherwise:
As far as i understand you did not require any further regex - simply set one or two conditions (with OR) in which the recipient line must be equal to your both valid complete recipient strings (may be including the " around the names). Not tested this byself - so may be im wrong with it...
