This is the "ingo" (filter) app.

If you won't offer ingo (filtering / rules) at all (or your mailserver did not 
offer any filtering) you may disable / delete it (the whole folder "ingo").

If you want to offer filtering (i.e. very powerful by SIEVE) the default 
preferences blacklist / whitelist could makes sense for your users as they may 
have their own usage preferences an blocking / whitelisting could be used to 
avoid unwanted filtering in further filters of your users.

I'm not shure what kind of spam filtering do you do, but filtering or the 
default filters may could be used to give users the option to bypass your spam 
rules with explicite addresses etc.

If you really want to have deleted the default filters i assume you have to 
delete / comment out it in the ingo/config/pres.php and conf.php (not shure if 
that will be enough).

Afaik (did not use it) MS Outlook is not very open to standards if you want to 
fiddel with PIM data. But a typical way to use Horde is to use it as a central 
store of PIM / Groupware data (calendar, contacts, notices etc.) for different 
end user devices / platforms. You may take a look at funambol and the horde 
sync howto for further details how to sync Outlook or other PIM apps with 
Horde.

Afair Outlook is able to export into CSV (and horde to read CSV) but this is a 
little bit tricky because you have to make shure that the rows are on the 
right places within your CSV table. I would prefer the funambol sync way.
