Yes,
you have to make shure that you block the origin IP - not a local one (i.e. 
over pam_imap, saslauthd or something like that) as your horde-webserver 
connects directly (i.e. locally) to your imap4 service.

This means you have to use the horde log or log facilities to catch the login 
failures and their right IPs.
