[horde] 100% CPU consumption

The portal is refreshing automatically, but for this rate you need  
about 400 concurrent users all having their refresh time set to 1/m.  
Since we even allow 0.5/m, 200 users might be able to generate this.  
If that is really your problem you should consider locking this  
preference, using a lower default, or removing some higher refresh  
rates from the list.
