[horde] Portal blocks

[Maxwell Smart]

  New to the list.  Greetings all.

I just installed Horde on one of my CentOS mail servers.  I am using the 
QmailToaster.

CentOS 5.5
php 5.2
MySQL 5.1.52
Horde Groupware Webmail Edition 1.2.9
Horde 3.3.1

I can't get any of my Portal Blocks to work properly.  The weather 
worked for one user when it was installed and now it doesn't work at 
all.  None of the other blocks work either.  here is the error message 
in the apache error log

PHP Warning:  Illegal offset type in 
/usr/share/horde/lib/Horde/Block/Layout/Manager.php on line 273, 
referer: https://mail.yother.com/services/portal/edit.php
