That depends, Horde Groupware comes in two editions, only the webmail edition 
shipping IMP.

You can get IMP separately as a release tarball (archive file) and expand it 
into the /horde/ path as /horde/imp

After that, go to http://yourserver.com/horde/admin/setup and configure imp. 
Reload and it should pop up in the menu
