[horde] upload size.

It look like the problem is related to apache/php. Although I adjusted the
max file size in php, horde/apache is still seeing the default 2M. Not sure
why apache is not seeing the settings in php.ini.

So, you can upload a file. How large? Try to find out what is the 
maximum, for example incrementing 2MB in a zip file to upload.
