[horde] how to disabled portal block editing for all users

I already tried this but not working, still edit shows again each portal
block.

I can disabled in horde/config/prefs.php file

// the layout of the portal page.
$_prefs['portal_layout'] = array(
    'value' => 'a:0:{}',
    '*locked' => true,
    'shared' => true,*
    'type' => 'implicit'
);

Pleas suggest.
