I've set it in a htaccess file and can see the path to the separate PEAR 
directory in the phpinfo page.

htaccess file:
php_value include_path /var/www/horde4/pear/php
SetEnv PHP_PEAR_SYSCONF_DIR /var/www/horde4


Any other hints?
