[horde] Upgrade problems from 3.x to 4.x

My webserver is currently running version 3.3.9, which was installed as
part of the Horde Groupware Webmail Edition 1.2.7. It works fine.
However, I can't figure out how to upgrade to the most recent version of
Horde. I've backed up the database and the horde directory, and have
attempted the PEAR upgrade described at
http://www.horde.org/apps/horde/docs/INSTALL#installing-with-pear.
As the file path, I specified /var/www/webmail, which is where the
current version is installed (not /var/www/webmail/horde or anything
like that).
Running "sudo pear install -a -B horde/horde" appeared to download all
of the requirements except some alpha PECLs until finally the
installation reported that it had completed.
However, none of the files in /var/www/webmail were altered by this
installation, leaving the original Horde 3.3.9 still installed!
Attempting another run of "sudo pear install -a -B horde/horde" gives a
number of complaints like:

horde/Horde_SyncMl requires package "horde/Horde_Icalendar" (version >=
1.0.0, version <= 2.0.0, excluded versions: 2.0.0)
horde/Horde_Imap_Client requires package "horde/Horde_Mime" (version >=
1.0.0, version <= 2.0.0, excluded versions: 2.0.0)
No valid packages found
install failed
What am I doing wrong?
