[horde] PAM authentication missing PAM?

I want to switch from IMAP authentication to PAM authentication, but I
can't get it to work.

According to phpinfo():

Pam Authentication Support 
active

PAM authentication is provided by PHP. But with the default value of
"php" for $conf[auth][params][service], Horde complains that:

A fatal error has occurred

PAM authentication is not available.

The full error message is logged in Horde's log file, and is shown below
only to administrators. Non-administrative users will not.. (etc.)
