Not  sure  if  this could be related but most framework packages and
Horde applications use:

 <usesrole>
      <role>horde</role>
      <package>Role</package>
      <channel>pear.horde.org</channel>
 </usesrole>

Shouldn't that be Horde_Role and not just Role?
