[horde] SQLSTATE Communication link failure...

So I am trying to send this email with an attachment of 1.1MB and it
doesn't work.  I see a red popup at the lower right corner of the window
saying:
  "SQLSTATE[08S01]: Communication link failure: 1153 Got a packet bigger
than 'max_allowed_packet' bytes"

  My php max upload file size is set to 64MB and I can upload files larger
than 1.1MB to ALL of my network services on my server.  PHP is therefore
NOT the problem.

  Anybody can clarify whats happening??
