[horde] Portal blocks error

One user has added several blocks to his portal (Horde 3.3.11). He 
says that trying to add another result an error:

Fatal error: Cannot use string offset as an array in  
/var/www/horde/lib/Horde/Block/Layout/Manager.php on line 398

The blocks showed OK with the error message after the last block.
Deleting the blocks (all but one) did not solve the problem, the 
message keeps showing. The user cannot add any other block, just 
alter the one left.

How can I fix this?
