Well, I don't know how to fix this - or if this is the problem, but you're looking for the horde install in /home/bsntech-com/www/webmail1 and your config says /usr/share/php/www/horde
In my config, the horde_dir variable is consistent with where my horde install is found.
What is the output of "pear list-files horde/horde"?

Output is simply:
`horde/horde' not installed
I fully uninstalled all available horde packages - attempting to start over but to no avail.
