Yes, the portal is currently shared by both views. Only the Mobile  
view has it's own portal (which is really just a list of applications  
at the moment).

You will get the dynamic view only when in an application that  
actually has a dynamic view. Currently, this is IMP, Kronolith and  
(the yet-to-be-released) Hermes.
