[horde] Error with new weather block

I installed the Horde_Services_Weather from Git but still get the error
"/usr/share/php5/PEAR/Horde/Service/Weather/../../../../locale is not  
a directory"

The locals for Servcies_Weather have been installed under
/usr/share/php5/PEAR/data/Horde_Service_Weather/locale
(using OpenSuSE11.4)

I think this relates to the @data_dir@ Variable not beeing set  
correcty on my system even though
pear config-show gives me:
PEAR data directory            data_dir         /usr/share/php5/PEAR/data

Any advice how i can continue to troubleshoot?
