[horde] Horde timeobjects requirement to correctly install Horde_Service_Weather

Hi. I noticed that to correctly install Horde_Service_Weather is
necessary to install timeobjects. In other way horde throw the error
(PHP Fatal error:  Class 'Horde_Service_Weather' not found in
/xxx/horde/timeobjects/lib/Factory/Driver.php on line 25) at login

I think timeobjects should be an requirement of Horde_Service_Weather
in pears channel.
