[horde] Is it possible to get consistent menus setup?

>No, that is a problem we created and did not solve yet. The initial Horde 4 release was focused on the technical basis and not so much about usability. We accumulated a certain amount of cruft in that area. We are aware of it and it is on of the most pressing issues to get a redesign of the frontend. We will let you know once we start actively working towards this goal.
