[horde] Help - Pear Download issues

Thanks in advance. 

Have Horde3 working fine on Ubuntu 10.04 but want to
change to Horde 4 Groupware WebMail 

So not to upset the current server
and as it is getting a bit long in the tooth a new server has been built
(have tried Ubuntu 10.10, 11.10 and Debian 6) but all have same issues with
Pear. With Ubuntu 11.10 it a clean LAMP server fully updated to latest
kernel etc with all prerequisites installed. PHP5 (version 5.3.6) installed
via distribution atp-get, web server is Apache (version 2.2.20) and
Database MySQL (version 5.1.58) 

When running the "pear channel-discover
pear.horde.org" it initially tries HTTP (Cannot open
"http://pear.horde.org/channel.xml") then HTTPS and I get "failed:
connection refused" . Pear has been updated via "pear upgrade PEAR" and it
at latest version ( 

Have tried downloading the
http(s)://pear.horde.org/channel.xml via browser and also wget but get
connection refused as well. Have also tried downloading the tarball via the
FTP site but that also looks down. 

Likely missing something very basic
that I can see the wood for the trees
