[horde] whups mail-filter don´t create Tickets

Hi List,
in my setup the whups-mail-filter (/usr/bin/whups-mail-filter) gets the mail
from the Server. If it is a comment to an existing ticket everything is ok.
But If there is a new ticket (without any marks from whups) the email is
ignored an other emails will ignored to. Does everyone know what to do
that "new" mails create a new ticket?

my setup:

--mail-host localhost --mail-user whups at xxx.xx --mail-pass whups -g -Q 1 -a
xxx at xxx.xx --mail-folder INBOX
