Some applications are really sort-of "applets" that provide some API  
functionality to the other applications. "Timeobjects" and "Content"  
are two such applications. Content provides  the means to "tag"  
objects in applications like the Calendar and is required. Timeobjects  
exposes certain data via the API which can be displayed in the  
Calendar, like weather data or Facebook friend's birthdays for  
instance. These type of applets do not have any configuration.  
Basically, if there is no link to configure the application, it does  
not need to be configured.

This (and all the other entries displayed like it) are libraries, not  
applications. They may require database migration, but do not require  
configuration.
