[horde] horde-alarms do not work with user privileges

Hello,

can somebody explain me why horde-alarms only work with root privileges?

root user:

root at mail:/etc# /usr/bin/horde-alarms
root at mail:/etc#

normal user:
horde-admin at mail:/etc$ /usr/bin/horde-alarms
PHP Warning:  require_once(/usr/share/php/www/horde/lib/Application.php): failed to open stream: Datei oder Verzeichnis nicht gefunden in /usr/bin/horde-alarms on line 18
PHP Fatal error:  require_once(): Failed opening required '/usr/share/php/www/horde/lib/Application.php' (include_path='.:/usr/share/php:/usr/share/pear') in /usr/bin/horde-alarms on line 18
 
I do not have such directory:
/usr/share/php/www/
                      ^^^^
