[horde] horde 4 installation error

Hello list,

I've decided to try installing horde 4, and I'm running into an issue.  
  I can get horde downloaded through pear, go to the admin screen and  
configure the settings.  I copy the new conf.php, then try to run  
/usr/bin/horde-db-migrate and I get this below error.

The only post I could find on the net stated imp needed to be  
installed as well, and I want to know if this is true with my error.
