[horde] Cannot send GPG Encrypted Messages in Horde4

I select a user from the addressbook and the To: line shows:
To: "Lastname, Firstname" <user at domain>,


Tests:
To: Firstname Lastname <user at domain>,
changes to
To: "Firstname Lastname" <user at domain>
when submitting and gives error

Could not retrieve public key for A at A.
(person's first and last name start with A)

To: <user at domain>
  Could not retrieve public key for a at a.

To: user at domain
Same as above.

trying myself:
To: "Montgomery, Mark" <techiem2 at techiem2.net>
Could not retrieve public key for >@.
