It means that that particular device is not provisioned. Unprovisioned  
devices cannot enforce server-configured security policies (such as  
minimum PIN length/complexity, idle time before screen lock etc...)  
and cannot be remote wiped if the device is lost/stolen.

Many devices do not support this, and still others advertise they  
support it, but actually do not (such as early android devices). You  
can tell horde to only allow provisionable devices, never provision  
devices, or to provision devices that support it, but also allow  
non-provisionable devices.
