I remember that problem when packaging for opensuse
You need to make sure the Horde Role is present before running
pear config-set horde_dir /usr/share/php/blah system


try
/etc/# pear uninstall -c horde/Horde_Role

instead of

root at a:/etc/# pear uninstall Horde_Role
