[horde] Clean Horde4 Install: Invalid Address Book: 1

I recently did a fresh H4 install so I could get vhosts etc. setup properly.
I am getting the "Invalid Address Book: 1" message with both users I  
have been testing it with.
Sometime it just shows up in any folder, but I can always make it  
appear when I click the add user to address book icon in an email.

I've searched around but haven't found anything overly useful that  
seems to apply to my setup.

Ideas/Suggestions?
