I might have run into an installer bug.

Installing on a new system, blank horde database, no previous Horde 
versions installed.
Solaris 11.1, apache 2.2.22, php 5.3.14, mysql 5.1.37

Installation steps go without any errors until running "webmail-install"

Writing main configuration file... done.

Running "webmail-install" a second time, with same options, passes 
without errors.
Looks like some kind of database dependency in Nag that needs a second pass?

After that, it seems to work fine.
