No - it's not happening ever.  This has already been discussed and rejected.

If you want to send a message without signatures, set-up a separate identity.

If for some reason you want to be able to edit your signature on a  
message-by-message basis, that is **NOT** a signature by definition.   
If for some reason you really want to do this, you should be using  
Templates instead (since that is the definition of a template).
