[horde] Saving email templates

That's what I'd have expected, yes. However, my template composition
window is identical to the email composition window and displays only a
"Send," the spell check, and the "Save as Draft" buttons.

The web address of the template composition pop-up window is
<domain>/imp/dynamic.php?page=compose&actionID=template_new&type=template_new&popup=1 if  
that
helps.
